Stockton to vote on fiscal emergency

Stockton to vote on fiscal emergency

STOCKTON, CA - Stockton's police officers move from patrol cars to property rooms and from crime beats to crime labs, in a strategic budget concession to the city.

Police Chief Blair Ulring proposed cutting more than 100 civilian jobs to save the city payroll funds, but instead the still-equally-important positions will be filled by sworn officers.

"I think the chief is in between a rock and a hard place," said Stockton Police Officers Association spokesman, Sean Fenner.

"We've come back and have given the city 21 percent in concessions, but yet the city still has three human resources directors and a new interim fire chief making more than the last chief. It's the union's opinion that the city has its own agenda."
